Learning Disabilities - HTA Scoping Report

About the Report

The NHS Health Scotland Health Needs Assessment report published in February 2004 found that people in Scotland with a learning disability have a higher level of unmet health needs compared to the rest of the population. These people experience barriers in accessing appropriate services and supports for their health needs, health promotion needs and lifestyle choice.

The report developed 25 recommendations to improve health for people with learning disabilities and to reduce inequality. One such recommendation was the examination by NHS QIS of the feasibility of a project on drug treatments and psychological interventions for adults with learning disabilities and problem behaviours, mental ill-health, ADHD or dementia.

As such, NHS QIS proposed scoping a Health Technology Assessment (HTA)relating to psychotropic medication and psychosocial interventions for people with challenging behaviour. The outcomes of the consultations with healthcare professionals as part of the scoping process are summarised below, together with the recommendations. It should be noted that this document reflects the opinions of those consulted and is not intended to represent the collective opinion of NHS Scotland or a collective patient opinion.
